Brief Comment—An Institution That Abolishes Laws
and the Institution That Enacts Laws


     The Diet is called the administrative organ that enacts laws, and sure enough, each year new laws and regulations are created. This is nothing to be proud of, however. In fact it occurs because evils in society increase. If the number of virtuous people increased, the need for laws and regulations would disappear, so there would be no need for an institution that creates laws. The Diet could therefore become an administrative organ that abolishes laws which then would be true progress in culture.
